However, authorities have warned there is still surface water on road shoulders and scouring on some roads in the area, motorists are advised to take care.
At least three roads were closed around Kelso and Tapanui, with State Highway 90 between Gore and Tapanui closed from 11am yesterday due to flooding at the Pomahaka Bridge.
A detour to Gore via Pomahaka Rd and SH1 and from Gore to Tapanui via SH1 and West Otago Rd was in place.
Flooding was particularly bad around Kelso, with some roads closed from 10am following more than two days of heavy rain.
Adam McCall, who farms beside the Pomahaka River near Kelso, shifted his dairy cattle on Sunday night after the river began to rise.
"The flooding isn't as bad as last time [October], but there's flooding over the road at the old dairy factory at Kelso."
Wooded Hill Rd, near Kelso, was open to limited traffic during until early afternoon when it was closed to all traffic as the river spilled across the road.
Yesterday afternoon, the Pomahaka at Burkes Ford reached its third flood warning level of 330 cumecs and was continuing to rise.
Further upstream, at Leithen Glen, the river peaked about 230 cumecs yesterday afternoon and had been dropping since.
Three decades ago, two massive floods in the space of two years sealed Kelso's fate as a township. The "100-year flood" of 1978 swept through Kelso but the town was rebuilt, only to be destroyed when another major flood struck in 1980.
The Clutha River at Balclutha was rising but had yet to reach flood warning levels.
