Lawson (45) won the singles and pairs titles at World Bowls in Christchurch in 2008 and played a major role in helping win the Leonard Trophy in the teams event for the first time.
''If the opportunity arises I would like to defend my world titles,'' Lawson told the Otago Daily Times at the weekend.
''But it looks a bit cloudy at the moment.
''It is something that is out of my control and I can't see it happening in the near future.''
Lawson got off-side with Bowls New Zealand after alleged match fixing at the Asia and Pacific championships in Malaysia in 2009.
An investigation was made and Lawson was stood down for six months and missed the Commonwealth Games in Delhi.
Lawson was grateful for the backing he received from fellow bowlers and other sports people during the dispute with Bowls New Zealand.
''I want to put the issue in the past and move on,'' Lawson said.
''It has consumed too much of my time and energy over the last 18 months. It has been a waste of time, energy and money and has been of no benefit to anybody.''
Lawson was disappointed by the performances of the New Zealand bowls team at the Commonwealth Games.
''The players were on a hiding to nothing. Their preparation was not ideal for a Commonwealth Games.
''There were not enough tough internationals. Before World Bowls in 2008 we played 18 tests against the best countries in the world.''
Last year the New Zealand team played in the Eight Nations tournament in Delhi six months before the Games.
''It was too early. The players did not know what to do when the pressure went on.''
Lawson said international bowls was tough.
''You have got to be a tough character to succeed. It took me a long time to get used to international bowls and to know how to prepare myself on and off the green. You only get this by experience.''
Lawson said Bowls New Zealand must decide if it wants results at World Bowls in Adelaide by selecting experienced players or to look further into the future and blood new players.
''We won't win at Adelaide by promoting young players,'' Lawson said.
''It is not the time to promote young bowlers for 2012. We have not got the young players at the moment who will be able to win at World Bowls.''
Lawson has competed in three World Bowls.
He won a bronze medal in the fours at Adelaide in 1996, silver in the triples and bronze in the fours in Scotland in 2004, and gold in the singles and pairs in Christchurch in 2008.
Lawson won his 10th open championship title in the pairs with Dan Delany in Wellington last year to equal the record with the legendary Nick Unkovich.
He has skipped the winning four five times.
