Chisnall (19) started the final round with a three-shot lead but, in tough conditions, the final round became a dogfight between the pair.
Brent McEwan (St Clair) has won the first two local tournaments this year but had to be satisfied with third place with New Zealand's top players in the field.
In sharp contrast to the men's event, Brooke Hamilton (Maungakiekie) was a runaway winner in the women's event. She started with a 74 to be one shot behind North Shore's Sai Ma but took the halfway lead with an impressive 69 on Saturday afternoon.
She carded 73 yesterday morning to open up an eight-shot lead over Ma and Grace Senior (Wairakei) and was never threatened, winning by 12 shots from Senior, with Ma finishing third.
Scoring in the men's event was good on Saturday morning as Chisnall and Denzil Ieremia (Hamilton) took the early lead with six-under-par 65s.
At this stage, Bakermans was one shot back but 13 other golfers bettered par in the opening round.
Chisnall shot 68 on Saturday afternoon to be nine under for the day and two shots ahead of Bakermans, while Nick Borren (Otago) shot 67 to be in third place overnight.
Ieremia, McEwan and Fraser MacLachlan (Royal Wellington) finished tied for fourth and four shots off the pace.
Chisnall made his third sub-par round yesterday morning with 70 to increase his lead by one, with McEwan firing a par round to get up for third.
There were 26 sub-par rounds on Saturday but only 10 yesterday in the cold biting winds.
Chisnall finished with 73 and Bakermans 71, while McEwan with 72 was a clear third.
Blair Riordan shot the only sub-70 score with 69 in the final round to take fourth place.
