Dog bylaw request

Dunedin City councillors have asked staff to get on with creating a new bylaw on dogs rather than have further public consultation on the contentious issue.

The planning and regulatory committee discussed the issue at a meeting on Tuesday, where staff presented options over a review of the city's dog control policy and bylaw.

Staff presented the results of a survey showing support for changes to the policy, but said due to high levels of interest there should be further consultation before staff prepared a draft policy and bylaw.

Among changes dog owners supported were allowing dogs on a leash in the CBD (70%) and in cemeteries (60% on a leash and 14% under verbal control).

However, councillors disagreed with the recommendation from staff and instead voted for them to prepare a draft policy and bylaw for consideration at the committee's next meeting.

Both Mr Cull and Cr Aaron Hawkins questioned the need for further pre-consultation, given there would be ''formal consultation'' on the policy and bylaw once they were adopted.

''Let's get on with it,'' Cr Hawkins said.

Committee chairman Cr David Benson-Pope earlier questioned the value of the survey results, given 57% of respondents were dog owners compared with roughly 10% of the city's entire population.
