A former University of Otago student who joined Islamic State in 2015 has fronted a new propaganda video for the organisation.

Tareq Kamleh, an Australian who studied health sciences at Otago in 2003, is shown in a working hospital in one scene of the new video, and holding a machine gun in another, Newshub reports.

He is seen telling Muslims they have "no self-respect" if they don't join.

Kamleh, now a paediatric doctor, first appeared in a propaganda video in 2015, months after his departure from a Queensland Children's hospital.

Kamleh lived in Cumberland Hall during his time at Otago. His former friends told the Otago Daily Times he was a "really popular" student, but missed the cut for the university's medical programme.

The latest video focuses on civilian victims of airstrikes.

"We're dealing with the countless numbers of burnt children that are coming in at the moment from the continuous bombings that America is dropping on us," he says.

"You are living in the countries that are sending us rockets. You are living in the countries that are killing Muslim men here and you are paying taxes still to them. You have no honour."

A warrant has been issued for Kamleh's arrest.
