Mr Lyders told the Otago Daily Times last week he had raised a floodbank next to the Meggat Burn to give him and his neighbour further protection in small floods.
He had also sent a bill for the work to the regional council, asking them to pay for the work, as he believed he had more than contributed to the flood-protection scheme in the area through rates.
Council environmental engineering and natural hazards director Gavin Palmer told Mr Lyders in a letter the council would not be paying for the works, as they were not undertaken for or on behalf of the council. Nor was funding approved by the council.
He had referred Mr Lyders' actions to the council's regional group to assess if Mr Lyders had contravened the flood protection management bylaw or the Resource Management Act.
Mr Lyders said he was seeking legal advice on his next step.
