The Christchurch City Council is proposing to issue Lime with a 12-month permit to operate a fleet of 1000 scooters at a cost of $86.25 per scooter per year.
The fee is based on how much space on footpaths that scooters take up, according to the council - half a square metre, Stuff reported yesterday.
Lime is disputing the amount, saying it should be $49 a scooter because they only take up 0.29sqm.
At present, Lime has 700 scooters in Christchurch.
Lime has also offered to pay $83 per scooter per year, but only for exclusive rights.
It also offered to pay the council $200,000 up front for four years of exclusivity for an unlimited number of scooters.
Council staff have called any exclusive deal ''anti-competitive''.
Lime does not pay fees in Dunedin, the cited reason being because it did not need a permit to operate.
