Retirement village advocates seek third delay on land

A group that wants to develop a retirement village in Alexandra has asked the local community board to delay any further development interests in the land they want, for a third time.

Leaning Rock Village Inc has wanted to develop a retirement village just north of Alexandra for several years, but statutory processes have caused ongoing delays.

A 2018 report prepared for the community board by Central Otago District Council property officer Tara Bates said four years ago, the Vincent Community Board invited interest in buying and developing council freehold land next to Dunstan Rd, between the Molyneux Park netball courts and the Alexandra golf course.

Leaning Rock expressed an interest in the northern part of the land and two adjoining Crown reserves to the east.

Delays in getting hold of the Crown land meant Leaning Rock had to ask the community board not to engage in further development interests for the council land.

The first request was made from November 29, 2016, to June 30, 2017.

In August last year, Leaning Rock had another extension to December 1, 2017.

Now, Leaning Rock has asked the community board for another extension, because of delays at Linz, until December 1, 2018.

Leaning Rock president Russell Checketts said he did not have a major problem with the delay, which he saw as inevitable.

``No-one's being nasty or horrible, it's just dealing with government. It's just one of a zillion things that Linz are doing at any particular time and I guess it gets shoved to the side of someone's desk until someone rattles it along.''

Mr Checketts said Linz had to make sure there were no other government agencies or other person who had a claim or wanted the land.

If Linz found no-one had a claim to the land, it would be offered to Ngai Tahu because they had preemptive rights for Crown land under law.

If that was the case, Leaning Rock would negotiate with Ngai Tahu to use the land for the retirement village.

Leaning Rock would then return to the council and ask for final permission to go ahead with the development.

The request for the extension will be discussed at the Vincent Community Board meeting at the council chambers in Alexandra on Monday.
