The number of people disqualified from dog ownership also increased 100% following action by the Waitaki District Council.
However, overall dog complaints and infringement notices were down compared to 2022-23, the council has reported.
Elected officials last week accepted the annual mandatory Dog Control Act report by staff for the 2023-24 year ending June 30.
In his report, district council regulatory manager Andrew Bardsley said Waitaki was home to 5409 registered dogs.
The greatest number were in the "working dog" category (1287) followed by "selected owner" categories (1465).
The council received 465 complaints during the year compared to 633 in 2022-23.
"This is a decrease of 27% and the lowest number of complaints recorded in a six-year period."
In all, 89 infringement notices were issued compared to 134 the previous year, a 33% decrease.
"The number of dog attacks decreased from 34 to 25, and the number of impounded dogs decreased from 158 to 73."
Of the impounded dogs 2023-24, seven were put down.
Mr Bardsley said they took a educative approach to dog owners first.
"If advice and education are unsuccessful, and an owner repeatedly fails in their obligations to control their dogs, enforcement action may be taken."
The outcomes of that could include issuing notices of improving fences, written warnings, infringement notices, classification of dogs as dangerous or menacing, and prosecution.
"Promoting responsible dog ownership is key to reducing nuisance or harm."
Mr Bardsley said the council in "every interaction with dog owners" sought responsibility and accountability.
"Despite this, nuisance and harm caused by dogs continues to be a problem in Waitaki.
"Ultimately, this means that response to complaints and investigations tends to make up most of our animal management team’s work."
Mr Bardsley said the number of dogs classified as "menacing" and the number of dog owners disqualified from ownership had each increased "by 100%" in comparison to 2022-23.
A consistent application of the rules might have been a factor in the latest statistics.
Nine infringement notices were issued for noncompliance with menacing and dangerous dog classifications.
