The fire in Test St, South Hill, was called in to emergency services about 8.30am.
Police said one person was found dead at the scene.
A passerby, who did not want to be named, said he tried to open several doors of the house when he noticed smoke, but was unable to.
The Fire Service had already been notified when he rang between 8.30am and 8.45am.
An investigation is under way.
