The man was arrested at 5pm last Wednesday after "speaking threateningly" to shoppers in store, Sergeant Tony Woodbridge said.
He then threw the arresting officer to the ground.
The man was charged with breach of bail, behaving threateningly and resisting arrest.
He appeared in court in Dunedin the next morning.
Oamaru police say they caught eight drivers either speeding or using their phones last week.
Officers were set up on Severn St last Friday afternoon and issued eight tickets.
