But Waitaki District Council roading manager Michael Voss said putting the finishing touches on the project depended on the weather.
"It's all looking pretty good. It's just the final tidy-up and road marking," he said.
From the outset the council has said creating the extension and disestablishing the Arun and Tyne St intersection, included in the council's 2017-18 annual plan, was "to address a potential traffic conflict between new vehicle access being constructed by McKeown Group to Arun St and the Harbourview Rest Home".
But Mr Voss said there were several reasons the road realignment was important.
"It all came together quite nicely, in the fact that that intersection up there was quite problematic for heavy vehicles coming out," he said. "That's one of the purposes of the road realignment. It has actually made that a heck of a lot better. We were getting a lot more visitors, a lot more camper vans."
The road realignment would also link up with the planned McKeown Group Ltd redevelopment at the harbour.
"They will be joining on to our road coming out of the back and they will be closing off access to the waterfront, the Esplanade."
The realignment is also needed to create two Oamaru Harbour sites the council has advertised as available for developers to bring accommodation to the area.
The proposed waterfront 7400sqm Esplanade Rd site requires McKeown Group to shift its operations. The council expression of interest documents said the site would be cleared before June 2019.
And the new Waterfront Rd extension now forms the boundary of a 6200sqm Tyne St site, for which the council identified a preferred developer late last year.
Council property manager Renee Julius said this week the council would "very soon" release details about the proposed development for the Tyne St site.
