Millbrook seeks consent

The Millbrook Country Club is seeking resource consent to subdivide an area of about 5ha for 20 residential allotments, four access lots and a reserve, as part of the Millbrook West staged development.

Stage 3A is located entirely within the Millbrook Resort Zone of the Queenstown Lakes District Plan and is the southeastern-most portion of a nearly 20ha lot of land located to the south of Mill Creek.

The sizes of the allotments, some of which include building platforms, range from 953sq m all the way up to a maximum 2209sq m.

The 3A proposal said some and parts of the lots were located outside of Millbrook's residential area and in the Golf Course and Open Space Activity Area (G Area).

While the G Area was not intended for residential dwellings, the proposal asks for a deviation from the resort's structure plan to be granted as a discretionary activity, as has been allowed in the past.

"There are several other examples at Millbrook where discretion has been exercised and residential development has been consented within the G Activity Area and where R Activity Areas have been left free of housing development, as is the case in the current proposal," the resource consent proposal said.

"There has been a history through both the initial stages of development of Millbrook, as well as in the Millbrook West phase, for the Structure Plan to be refined through the resource consent process."

Millbrook opened in 1993 and now includes a 27-hole golf course, driving range, spa facility, restaurants as well as private and managed accommodation.

All development within Millbrook is subject to "stringent design guidelines" covering issues from landscaping to building materials used.
