The Upper Clutha Track Network is calling for public submissions on its recently released draft 10-year strategy for managing the region's walking and cycling tracks.

Network chairwoman and Queenstown Lakes district councillor Ella Lawton told the Otago Daily Times yesterday there was a need for a strategy so all stakeholders were ''on the same page'' over how tracks were used, promoted and paid for.

She said it was important the tracks were ''efficient'' and money allocated to them used wisely.

It was also important there were no ''false expectations'' over what each group did.

Once the public had provided feedback, an action plan would be developed, Ms Lawton said.

The draft strategy says some commercial benefit from the track network is recognised.

''One of the challenges is to balance commercial use with wider community use so that everybody continues to have easy use of the tracks.''

The strategy says there is agreement among stakeholders tracks should link all Upper Clutha communities but they acknowledged ''anxiety'' about the cost of maintenance.

Other key points from the draft strategy include:

• The tracks network would offer a ''viable alternative'' to vehicle use, with specific commuter tracks to be developed.

• Track users would be able to ''choose the degree of challenge'' from a range of tracks.

• Track development would be accompanied by maintenance planning and funding provision.

• Collaboration between interest groups was ''essential''.
