The 40-year-old Campbell, who won the 2005 US Open at Pinehurst, was 21 over par for the tournament after 30 holes on Turnberry's Ailsa Course when he withdrew.
Ranked 298th in the world, Campbell has struggled for form since clinching his only major title and has failed to make a single cut on the European or PGA tours this season.
Josh Geary had a second round 75 to add to his first round 70 for a total of 145 missing the cut by one stroke.
Mark Brown missed the cut by three strokes after shooting a second round 76 to go with his first round 71. David Smail could only manage a 79 after his first round 70.
