Tulisi beat former Southlander Lisa Henderson (Otago) 3 and 1, while Puller disposed of schoolgirl Laura Hoskin in 16 holes in the other semifinal.
Shani Arona (Arrowtown) and Kathryn Fletcher (Otago) will meet in the plate final, also to be played this morning.
Four players remain in the senior men's championship, two from Otago and two from Southland.
Scott Hellier (Gore) will meet Thomas Facer (Otago) in one semifinal, while Liam Balneaves (Greenacres) will play Brent McEwan (St Clair) in the other.
Balneaves seems to love Balmacewen: the course record-holder (62) went well under par to beat Daniel Mills by 4 and 3 yesterday afternoon.
McEwan also had an easy ride into the final, winning four of the first five holes and finally beating Ken Shaw (Taieri) by 5 and 4.
But the other semifinal matches went down to the wire, with Hellier beating Kayne Wardell (Allan Grange) on the first play-off hole.
The pair were square playing the final hole when Wardell all but holed his bunker shot, which meant Hellier had to hole a 4m putt to force the play-off.
The long-hitting Hellier was on the green of the par 5 first for two shots and he two-putted to win the match.
Meanwhile, Facer was four up on Chris Snow (St Clair) but he fought back to be square playing the final hole.
Facer made a regulation par but Snow got a flier out of rough for his second and his ball finished well through the green in an almost unplayable position.
Michael Smith (Otago) played some of his best golf this year for 68 and 69 on Saturday to qualify in top spot and win the coveted Ritchie Cup.
But as so often happens to the top qualifier in this event, he was beaten in the first round by Kayne Wardell, who had qualified in last place.
