The scheme, suggested by Southland Racing Club president Sean Bellew in July, would result in race clubs pairing up to provide an alternative racecourse if a meeting has to be abandoned due to bad weather.
Gallop South general manager Malcolm Little said the clubs were ''in the throes'' of working through the scheme which was good in theory.
''But there's a little bit more in practice,'' Little said.
''It would work easier in Southland for the obvious reason the tracks are a lot closer.''
The logistics in Otago would be slightly harder, with larger distances between Wingatui and Omakau, for example, or Oamaru and Wingatui.
''We think if it's a good concept if we can get the clubs to buy in, particularly the clubs that aren't racing [over the winter].''
Some clubs grazed sheep on their tracks outside their racing dates, and that would need to be restricted if the tracks were on stand-by.
''It's got NZTR thinking it's not a bad idea as well. We are progressing it.''
Omakau trainer Murray Hamilton, the Otago sub-branch representative for the New Zealand Trainers Association, said the winter - with three abandoned meetings in the South Island - had a tough effect on owners, who were denied racing chances with wet-track horses.
''It's been a winter from hell for people who have been trying to race horses in the South Island,'' he said.
Hamilton was disappointed the Oamaru Cup meeting on July 20 was not called off earlier on the day before to allow more time to find a replacement venue, but was particularly annoyed by the fact a replacement venue could not be found for the Oamaru meeting on June 20 which was abandoned four days earlier due to surface flooding.
Hamilton said a proposed transfer to Cromwell for that meeting was backed by Canterbury trainers, who were prepared to bring horses down, but he understood the TAB was unable to provide services to the venue, as gear was needed in Blenheim the next day and an overnight drive would exceed the truck drivers' allowed logged hours.
''They should have never accepted that as an excuse not to race,'' Hamilton said.
Little agreed there was some frustration about the NZRB's unavailability to service the meeting if it was moved to Cromwell.
''But all those things come in to it,'' Little said.
