A Dunedin City Council spokesman said no resource consent applications had been filed yet, and the activity was possibly aimed at tidying and compacting the ground.

A Dunedin City Council spokesman said no resource consent applications had been filed yet, and the activity was possibly aimed at tidying and compacting the ground."
