Ms Richardson said the stories of the alleged offender and witness varied considerably and there was a lack of evidence available to confirm either story.
‘‘We are dealing with two opposing stories.''
The Otago SPCA was not contacted to attend the incident but police had contacted it for advice, she said.
Witnesses of animal abuse could photograph or video the incident, as it could be used as ‘‘unrefutable evidence'' in a prosecution.
As the investigation had started, details on the dog's condition could not be discussed.
People posting unfounded accusations on social media made fact-finding more difficult for the SPCA.
People should contact the SPCA rather than posting statements on social media.
Business development manager Kirsty Thomson said anyone who witnessed animal abuse should contact the police or phone the Otago SPCA on (03) 473-8252 or the 24-hour emergency line (0800) 682-467
‘‘It doesn't matter what time of the day it is happening, people can ring,'' Ms Thomson said. shawn.mcavinue@od› t.co.nz
