Held at Mosgiel's Coronation Hall yesterday, the meeting attracted about 20 people and gave them a chance to air their views on the council's draft budget for 2008-09, which included a contribution of up to $91.3 million towards the stadium.
Otago Chamber of Commerce chief executive John Christie, who chaired the meeting, joked that he could not believe it took an hour for an audience member to pose the question about how many times the council's line in the sand over the stadium was going to move.
Cr Bill Acklin said in his opinion there were a whole lot of lines in the sand providing exit points for the council if needed but the final one would be the signing of a maximum price agreement.
Cr Chris Staynes said he felt foolish the first line had been let to slide but believed at least half the councillors thought if the "creepage'' continued something would have to be done.
The first hour of the meeting was dominated by those concerned about surface flooding around the Mosgiel township and in Gordon Rd, blocked drains and mud traps contributing to the problems and the city's water storage facilities.
Bus services, Moana Pool's upgraded gym and public toilets were other issues discussed.
Allanton resident Fionna Williams asked staff and councillors why work to remedy the problems was another year away if the sewerage issues were such a health risk in her township?
Cr Acklin said it was still very much a health risk but there were processes to go through before work could be done, including consulting the public over how the work should be funded.
The third and final public meeting will be held at St Kilda Community Club, Victoria Rd, on Tuesday at 7pm.
