Fonterra seeks roading closure

Fonterra wants to buy about 800m of public roads around its Studholme milk processing plant, if the Waimate District Council agrees to permanently close them.

The milk co-operative says it is the only one affected by any closures because it owns all the properties around the plant which are served by the roads and will use them either for private access or future development.

The application to close the roads under the Local Government Act's provision to ''stop roads'' will be considered by the council's district infrastructure committee on Tuesday.

The committee will have to decide whether to proceed with the process, which can include public consultation.

At present, two roads off State Highway 1 lead to the Studholme township and plant - Foleys and Packers Rds.

Fonterra has applied to close Packers (360m long), Hansen (218m), Murray (92m) and Quinn (106m) Sts and Barrars (68m) Rd.

In an assessment prepared to support its application, Fonterra said access to the plant and other properties would be provided by Foleys Rd.

''Foleys Rd provides a direct link not only to the existing milk processing plant but also directly to other properties east of the main railway line,'' it said.

The closures would simplify access and egress from SH1, as well as improve safety within the plant area itself, particularly between the staff car park on the north side of Packers Rd.

''It will substantially reduce the conflict between staff and vehicles ... as the concentration of heavy vehicles will be diverted to Foleys Rd.''

The road stoppings would not affect access for any adjoining landowners, or other landowners in the wider area.

The committee on Tuesday will consider whether to accept in principle and start the process stopping the roads and ask Fonterra to get an independent valuation of the road as the basis for negotiations on a purchase price.
