Other signs the relocation will go ahead include invitations for tenders for a project manager to supervise the "supply of client representative services for the construction and relocation of the new Wanaka primary school and facilities" being posted on a government website.
The Wanaka Primary School wants to relocate from its existing Tenby St site to a new location at Scurr Heights beside Mount Aspiring College.
Relocation negotiations with the ministry have been ongoing for more than three years.
The relocation application for the seam-bulging primary school was discussed at a Cabinet meeting on Monday and a formal announcement on when the move will go ahead is expected today.
However, Mr Carter's acting press secretary, Steven Boyd, said a decision was still forthcoming and the minister intended to visit Wanaka to make a personal inspection of the relocation site.
"By the time the minister visits a decision will have been made and information will be available," Mr Boyd said.
The ministry was committed to giving the school and pupils' parents certainty around the future arrangements for the relocation, he said.
An exact date for Mr Carter's visit is yet to be confirmed and a "pretty packed schedule over the next couple of months" was being looked at in order to accommodate the site visit.
Wanaka Primary School board of trustees chairman Pete Bullen said the minister's visit was a "very positive indication" for the school.
"Obviously, we're a little disappointed we don't have a formalised response now, but realise we are constrained by the ministry's scheduled programme," he said.
The school and trustees were looking forward to hearing the minister's plans.
