The Clutha District Council filed a resource consent application to build the floodbank on the north bank of the Tokomairiro River to reduce the amount of water flowing through the town's southern streets during floods.
Two heavy floods in the space of 15 months caused significant damage to homes in the area, forcing evacuations and many homeowners having to stay away for several weeks while repairs were made.
The application attracted 21 submissions with 18 of those opposed, two wanted more information and the other took a neutral view.
Council district assets manager Jules Witt said a recent pre-hearing, which was a chance for everyone involved to get more information, did not change the views of those against the proposal.
This hearing was led by an independent Dunedin councillor.
Although Mr Witt did not expect the pre-hearing to dramatically change the stance of submitters, he was disappointed the application had not attracted any submissions that supported the floodbank.
Most submitters oppose the floodbank because they believe it will actually create more potential for flooding instead of holding swollen waters back from the town.
Mr Witt said modelling work on the proposal revealed the river level may only rise by 13mm with the new floodbank and this would be well contained.
