A Fire and Emergency spokesman said they received the call at 8.55am to the blaze at the building in Wigan St and found it well alight.
Two trucks, a water tanker and a support vehicle were sent.
The spokesman said at 10.15am that crews remained at the scene, but had extinguished the blaze.
