No work is being done on the pipeline at Wanaka Airport, on State Highway 6.
The 4km dual pipeline is being constructed by a contractor for the Queenstown Lakes District Council, which owns the airport but leases it to the Queenstown Airport Corporation, of which the QLDC is the majority shareholder.
Asked for an explanation for the lack of work outside the airport, a QLDC communications officer said only: "We are still working through easement agreements with the airport.''
The Otago Daily Times has requested further information under the Official Information Act.
Connecting Luggate to the council's Project Pure treatment plant is listed as a significant expenditure project.
The work began in January and is due to finish in October.
