Procter (22) finished runner-up on last year's longboard tour but had a dismal start to the season when he finished 21st at Sandy Bay in Whangarei.
But he made up for it yesterday in a sizzling display on the big board.
"I'm a left-hander and the powerful waves suited me today," he said.
He mixed traditional moves with some big powerful turns.
"The waves had a good bowl section and a nice nose ride section in the middle before a final end section that allows you to finish the wave off strongly," Procter said.
"If you couldn't get the big scores out there today, you might as well go home."
Procter won a close final, securing 17 points from his two scoring waves in the 25-minute time limit.
Leroy Rust (Dunedin) was second on 16 points and was followed by Dylan Barnfield (Ohope) 15.75 and Australian Jackson Winter (Noosa) 15.15.
The judges were looking for something special and Procter's skill gained him scores of 8.5 on his two scoring waves, compared with Rust's two 8s.
"My best wave was a long-hang 10 at the start followed by two vertical smacks and then my special kick five," Procter said.
Procter has been surfing since the age of 5 and has significant overseas experience.
He finished ninth at the world surfing games in Costa Rica last year.
He jumped from 17th to second on the ratings as a result of his win.
Barnfield leads the ratings.
Rust (18) is taking a year off from his marine science studies at the University of Otago to gain experience by surfing in the South Pacific.
His best wave started with a left-hand turn, a turn to the right to get back into the channel and he then went through a walled hole.
Mischa Davis (Oratia, Auckland) won the women's event with 10.75 points from Alexis Poulter (Raglan) 9.65, Daisy Thomas (Christchurch) 8.75 and Claire Norman (Sydney) 6.3.
Davis followed her parents into the sport and was fourth in the Australian junior series in 2006.
This was her first win in a longboard event.
She scored 6.1 on her best wave that started with a right-hand turn followed by a backhand re-entry and a cutback to the beach.
Paul Bennett (Christchurch) won both the over-40 and over-50 titles, Winter the junior event and Shane Baxter (Christchurch) the Super final.
