Dunedin City Council contractors use a crane to lift the top section of a set of pre-cast stairs into place at the western end of the sea wall in St Clair yesterday.
The lower section of the surfer access stairs would be added later, a council spokesman said.

The $230,000 project was initially expected to be finished by the end of June but the need for a combination of settled weather and low tides led to delays and the completion date was pushed out to the end of October.
A council spokesman said yesterday the project remained on budget and was still due to be completed by the end of October.
