Council projects engineer Evan Matheson said the road had been given its "second coat" seal in recent days, at a cost of $48,350, paid for by the council.
The work was routine for such new roads, but usually occurred one year after the completion of a major, high-volume road, to ensure the surface was completely waterproof after a settling-down period, New Zealand Transport Agency staff said.
Mr Matheson said the resealing of the new stretch of SH88 had been due to be done in June, one year after the road's completion in the lead-up to last year's Rugby World Cup contest hosted in New Zealand.
However, the work was brought forward to allow for its completion before winter, he said.
No further work was expected to be required for the next few years, and the highway would be officially transferred to the NZTA's network of highways in July, he said.
