The Otago Regional Councillor who lost his seat to Michael Laws by five votes is seeking a recount.

Springvale farmer Gary Kelliher confirmed today he had filed an application at the Alexandra District Court seeking a recount of the votes in the council's Dunstan constituency.

The final results for the ward were announced on Friday and Maggie Lawton, Graeme Bell and Mr Laws were elected to the three seats.

The result was a reversal of the preliminary results, when Mr Kelliher was 21 votes ahead of Mr Laws.

Mr Kelliher said he made the recount decision ``after much thought and discussion'' and he apologised to Mr Laws for prolonging the uncertainty over the election.

Mr Laws, who is based in Cromwell, is a former member of parliament and former Wanganui mayor.
