Clutha ratepayers face 7.04% hike

Clutha ratepayers face an overall general rates rise of 7.04% in the next financial year, but the Clutha District Council is not apologising for pressing ahead with infrastructure upgrades and other expensive projects in what it admits are challenging economic times.

A kerbside recycling scheme will be phased in over the next four years.

The council is also planning a $1.2 million grant towards the proposed new Clutha Recreation Centre.

Balclutha's main street is being lined up for a $2 million upgrade, according to the draft long-term council community plan, approved for release yesterday.

Mayor Juno Hayes said now was not the time to be hesitant even though it looked like the next few years would be challenging.

"By putting these projects forward and by continuing to maintain our other infrastructure to existing and better standards shows confidence that the Clutha district and the businesses and people within it have a good future," he said.

One of the most anticipated new services is recycling, which will be progressively introduced over the next four years, giving householders three wheelie bins to dispose of different types of waste.

Households will get a second wheelie bin in 2011-12 for plastic bottles, cardboard and other recyclable goods while a third bin, for compost and green waste, will be offered from 2012-13.

Another "big-ticket" item in the draft plan is the plan to contribute $1.2 million to a planned multi-use sporting and recreation centre in Balclutha.

Still subject to final design, the facility would incorporate four to six indoor netball courts that could be used for various sporting and recreational codes.

Mr Hayes said details of this and other projects would be covered in a plan summary and submission form due to be sent to every district household in the next fortnight.
