The Clutha District Council wants to spend about $1.2 million on a new pumping station and floodbank on the north bank of the Tokomairiro River, in an attempt to prevent a repeat of two major floods that swept through the town within 18 months.
The move has attracted opposition from many in the community.
The district council's application, lodged with the Otago Regional Council, attracted 11 submissions with nine against and two asking for more information or conditions.
The regional council's public notification of the application received 10 submissions with nine against and one taking a neutral view.
A hearing will be held at the Milton Coronation Hall on Tuesday, September 9, from 10am.
Clutha council planning and environment manager Murray Brass hoped the hearing would take just one day.
Both councils have been in talks to organise the hearing and have agreed to appoint independent commissioners to hear the applications and submitters.
This afternoon's Clutha regulatory services committee is expected to appointment three commissioners.
They are Dr Jeff Jones, a former Environment Bay of Plenty chief executive, Otago Regional councillor Louise Croot and Dunedin City councillor Andrew Noone.
