For Wilson (39), a trainee manager and member of the Kaikorai Bowling Club, it is his first taste of success outside Dunedin Centre events.
Both victories will catapult him on to the international stage.
His victory in the Scottish Open earned him direct entry into the Scottish International Open Singles in November.
His Welsh Open win means a further trip to the United Kingdom for the Welsh International Open Singles next February.
"It looks as though I'm going to have to go cap in hand and get some funding together," he said at the end of competition last night.
Wilson ended both tournaments undefeated although his road to the final-round matches in both sections, against tournament favourite Jamie Hill (Auckland), was at times a nail-biting exercise.
He progressed through to the finals with a dramatic come-from-behind victory over Murray Glassey (Napier).
This was followed by another thriller against Stephen Zino (Wellington).
His match with Zino came down to an unprecedented sudden-death fourth tie-break.
Wilson drew the shot with a sensational bowl to win the match and earn a spot in the finals with Hill.
Zino had earlier ended Hill's unbeaten run in 14 qualifying matches, making Hill a dangerous prospect for Wilson to face.
But the threat of a wounded Hill did not eventuate in the first round of the final of the Scottish Open as Wilson shot out to win the round 12-2.
Hill bounced back to win the second 9-4 and force a tiebreak.
Form appeared to be returning to Hill as he won the first tiebreak with some magnificent draw bowls.
But Wilson drew even in the second tiebreak and clinched the match and the Scottish title with a touch bowl in the third tiebreak.
In the final of the Welsh Open, Wilson drew four shot bowls in the second end that proved decisive as he took the first match 8-5.
Hill came back to lead 4-1 mid-way through the second match, but Wilson clawed his way back to win the match 8-4, drawing three scoring shots on the ninth and final end.
Wilson began the season ranked 35th nationally and, heading into yesterday's tournaments, had reduced this to No 7.
His victory in the Scottish Open final catapulted him up to No 3 to earn him entry to a third international tournament, the Professional Bowls Association transtasman challenge on the Gold Coast next July.
Wilson will not be competing in today's World Singles matches. Dunedin will be represented by David Archer but success will not be easy with both Glassey and Hill appearing along with the No 1-ranked Chris Lourie (Hamilton).
