Sir Wira Gardiner, the Tertiary Education Commission chief executive, will give the address at a University of Otago graduation ceremony at the Dunedin Town Hall tomorrow.
More than 340 graduands in all academic disciplines will graduate in person at the event, university officials said.
Sir Wira was a founding director of the Waitangi Tribunal and was the founding chief executive of the Ministry of Maori Development.
