Emani Saumadu Naivanawalu, 28, appeared before the Parole Board last month seeking release so he could be deported home.
But panel convener Judge Anna Skellern noted the prisoner had refused to undertake child sex offender therapy and had no coherent safety plan.
She directed a psychological report to assess Naivanawalu’s risk.
He is serving a three-year, eight-month sentence for repeated sex attacks on a boy which came just weeks apart.
The first came after a kava-drinking session with the victim’s parents in July 2021, the Dunedin District Court heard at sentencing.
Naivanawalu slipped into the boy’s bedroom and committed the violation, and when the victim awoke and asked what was going on, his attacker told him to "shut up".
Before leaving, he gave the boy his bank card telling him he could spend whatever he wanted as long as he did not tell his parents about what happened.
The second incident was almost a repeat of the first.
This time, Naivanawalu woke the victim to apologise for his previous acts — but then asked if he could do it again.
Once the sex attack was over, he told the boy he would buy him a computer and a phone, and left him with another bank card.
Despite his attempts to buy the victim’s silence, he eventually told his parents and Naivanawalu pleaded guilty to two charges of sexual violation by unlawful sexual connection and two of doing an indecent act on an under-16.
Counsel Andrew Dawson told the Parole Board his client had been served with a deportation notice in September, which would not be opposed.
Naivanawalu had completed drug and alcohol counselling while behind bars, as well as an anger-management programme.
However, he refused the sexual harm course because he said he could not recall his crimes.
The board heard Naivanawalu worked hard in his unit and "presents no difficulties whatsoever".
"He considers he is at no risk of reoffending even if he has not completed any treatment."
The board disagreed.
Naivanawalu’s next parole hearing will take place in May.
