Some central Dunedin business and building owners are forming a group to combat George St plans.
In June the Dunedin City Council endorsed a multimillion-dollar upgrade concept for the street from Moray Pl to Albany St.
Changes include restricting traffic to one-way travelling south between Frederick St and Moray Pl, installing a cycle lane and creating a paved pedestrian and cycling-priority carriageway between Hanover and St Andrew Sts.
Brent Weatherall Jeweller owner Brent Weatherall says the reduction of cars would be bad for businesses and is creating a group of like-minded retailers in opposition.
Last month he and about 10 others had an initial meeting and were in the process of creating a larger, more formal group.
''We feel we haven't got a voice with this council and we want one. It would be good for council to come to us as retailers.
''To date I feel the council has not kept us in the loop with major changes.''
The group hoped to create a petition opposing the plans.
The council is in the process of creating more detailed plans for the project, for which physical work is not expected to start until 2021.
