An extra 263 Dunedin households will get kerbside refuse and recycling next year.
The decision was made at an infrastructure services committee meeting yesterday, despite concerns about lower-than-expected returns from consultation with householders.
Letters were sent to the 263 households in September, asking for feedback on the plan.
Each household would pay $63 a year in their rates for the service, on top of the cost of council black rubbish bags, with payments beginning in the 2011-12 year.
Of the letters sent, 73 were returned, with 59% in favour of having the service.
Cr Kate Wilson raised concerns about the low number of returns, and was told by city environment general manager Tony Avery staff were "surprised" by the response.
The meeting heard the council advertised on radio, in newspapers and in the council's City Talk magazine, and there was little more that could be done.
The committee voted to extend the service to the homes from February 28.
