Relief report authors can meet minister

Christchurch general surgeon Phil Bagshaw is relieved Health Minister David Clark will meet him next Monday to discuss the recent report into colonoscopy access and colorectal cancer management in the Southern District Health Board region.

Mr Bagshaw has previously expressed his disappointment in the DHB response to the report - which he co-authored with Christchurch gastroenterologist Steven Ding - and has raised the possibility of the need for a public inquiry.

However, yesterday he declined to specify what might be discussed with Dr Clark, saying he did not want to jeopardise the possibility of reaching a resolution on issues raised in his report.

Mr Bagshaw will be accompanied by his wife Dame Susan, who is a youth health advocate and GP, and Dr Ding will be joining the meeting remotely.

Dr Clark's office did not confirm or deny the meeting as it is policy to release meeting information retrospectively.

The Bagshaw/Ding report, released in a redacted form last month, called for an urgent overhaul of the management of colorectal cancer at the SDHB.

Although the SDHB population had the third-highest rate of colorectal cancer in the country, one of the highest rates of cancer diagnosed only after it has spread beyond the bowel and one of the highest rates of emergency surgery for bowel cancer, it had one of the lowest colonoscopy rates, the report said.

''Inadequate resourcing appears to be a major impediment to the SDHB dealing with these problems.''

It said limiting access to colonoscopy had gone too far and there was evidence this had had ''adverse consequences for patient care''.

The report included an audit of 20 cases in which reviewers found 10 involved undue delays to diagnosis or treatment.

Mr Bagshaw and Dr Ding were brought in by the DHB last year, following concerns raised by Southland Hospital surgeons about the strict application of referral guidelines for colonoscopy and deteriorating relationships between them and the gastroenterology department.
