Z service station employee Monique Ayers witnessed the accident and said the car looked as if it was slowing down for the lights when the young man was hit.
Police were seen interviewing two other young men and the driver of a Toyota hatchback.
Senior Sergeant Darryl Lennane, of Dunedin, confirmed the man was with at least one other person when the incident occurred.
A St John spokesman said a crew took the man to Dunedin Hospital in a stable condition but the severity of his injuries was unknown.
