The man watched as the vehicle turned into Timaru St, and the owner immediately called police.
The vehicle was later found parked in Timaru St, in an off-street car park, where the owner collected it.
Sergeant Steve Aitken, of Dunedin, said there was no sign of forced entry, and the vehicle was locked and secure in its new car park.
Sgt Aitken said police were investigating and wanted to hear from anyone with knowledge of the incident.
