Work on Mosgiel park and ride set to start

Work on Mosgiel’s park and ride will begin in the coming weeks despite initial expectations the project would be complete this month.

Dunedin City Council transport group manager Jeanine Benson said construction was expected to begin within the month, and project completion was planned for June next year.

The new facility, planned for an unused yard at Mosgiel railway station, will have space for 186 cars, and is intended to alleviate congestion and parking pressure in Dunedin’s CBD.

In September, council tender documents said work was expected to start in November and it was ‘‘critical’’ the project be completed by May 31 this year.

A budget of $5 million, including NZ Transport Agency Waka Kotahi (NZTA) co-funding, was included in year one (2025-26) of the council’s nine-year plan.

Ms Benson said the council had hoped to complete work this month ‘‘to align with construction sequencing in the wider transport work programme’’.

However, a financial report presented at April’s council meeting said due to delays associated with consenting and KiwiRail approvals, most spending on the project would be pushed into the next financial year.

‘‘It does not change the overall scope or intended benefits of the Mosgiel Park and Ride, and there is no impact on co-funding from NZTA or the total budget,’’ Ms Benson said.

‘‘Once construction begins, there will be temporary impacts on nearby residents and the transport network, but we — together with our contractors — will endeavour to minimise this where possible.’’

The park and ride is one of five Shaping Future Dunedin Transport projects included in the plan and developed in partnership between the city council, Otago Regional Council and NZTA.

Resource consent for the project was granted in March. Documents show the project includes 186 carparks — of which 12 are drop-and-go parks and six are mobility parking spaces — public toilets and a bus shelter.

The site would be accessed from Burns St via a culvert, which will be installed as part of the project.
