Aim to make district plan 'easier to use'

A review of the district plan, to make it "easier to use", is being undertaken by the Queenstown Lakes District Council.

The council has produced a series of brochures for each of the seven special zones, event and temporary activity management, rural and central town management and other areas of concern, outlining issues and proposals.

Council's policy and planning general manager Philip Pannett said the review had an environmental and urban design focus while also trying to enable development in the district for economic growth and provide for community needs.

The public were invited to consult and give feedback on the review and on any of the proposed changes, or suggest alternatives.

"Anyone and everyone" could provide feedback, Mr Pannett said on Friday.

"People can consult on a narrow range of issues that just affect them or wider issues, it depends person to person."

A key aim of the review was to simplify the plan to make it, in the review's own wording, "easier to use", which would also lower resource consent costs contributing to better event facilitation and management.

A proposal listed under temporary event management was to allow filming to continue for longer than the current seven days before resource consent was required.

Factoring into the plan were the issues of how best to protect the environment while still allowing for growth, both economic and residential, in appropriate locations.

"Population growth and how to manage it is a key issue.

"We need to identify areas where it should be able to be serviced, managed and provided for in the district plan," Mr Pannett said.

Council had been getting feedback for some time on the "big picture" and consultations were the next step.

Mr Pannett said council was about a year into a two-and-a-half-year process and he hoped a reviewed plan would be available by October 2013.
