More than 60 regular spaces were removed from the Queenstown Lakes District Council car park at the weekend to make way for 33 camper van spaces.
But project manager Andrew Timms said enforcement would not begin until new signs showing the spaces reserved for camper vans were in place.
Some additional marking would be carried out before Monday to also make it clear which part of the car park reverted to bus parking overnight, Mr Timms said.
The changes are being trialled with the aim of freeing up CBD car parks and improving traffic flows around the resort's town centre, by providing designated parks for camper vans.
The council left leaflets on vehicles parked in the Boundary St park early last week advising of the reconfiguration work, which began on Friday.
Regulatory manager Lee Webster said two vehicles left in the car park last Friday evening had to be towed.
The reconfiguration is part of the council's town centre transport strategy, which hopes to get one in five private car users to use an alternative form of transport.
To compensate for the 66 regular spaces lost, the council has made 60 parks available in the underground parking building on Church St.
But the replacement parks are more costly: between $5 and $10 per day, compared with $2.50 at Boundary St.
