The final was held at the Paritutu Bowling Club in Taranaki last week.
The Gore Bowling Club member and his partner from Auckland had a comprehensive 20-6 win against John Garrud and Trish Howard of New Plymouth.
It was "a relief" to finally win the title after playing together in the tournament for the past three years, Bagrie Howley said.
"Good to tick it off."
There were 254 pairs entered and to have made it through undefeated was very pleasing.
Bagrie Howley and Goddard had been friends for about 15 years after competing in age group level tournaments together.
Each had a good understanding of how the other played, he said.
"She normally tends to let me run wild and then she just fixes it when it doesn’t come off."
Both had a similar approach to playing bowls.
"We take chances and take risks and just try and enjoy it."
This was the last of the four bowls gold titles comprising singles, pairs, mixed pairs and fours.
Earlier in the year Bagrie Howley lost the singles final.
He was the only one at this level who had made it to two national finals.
"Still getting rewarded for consistency."
He was very appreciative of the support he received from the Mataura Licensing Trust.
