The proposal would result in the creation of a ''safe, slow-speed environment'' for the areas of Bond and Water Sts in the Exchange area.
The proposal was revealed by the council on social media late yesterday afternoon.
''Following community workshops, we have developed a design for the blocks of Bond and Water St that wrap around the Exchange,'' a letter about the proposal said.
''The feedback we received helped create an ambitious design with flexible, people-friendly outdoor space and a strong sense of history.
''Much as Jetty St is a first step towards pedestrianising space, this is a trial for the creation of shared space for pedestrians, cars and bicycles alike.''
It would also mean the loss of many of the more than 40 car-parking spaces available in Bond and Water Sts.
The proposal would be audited to ensure the safety of all users of the project. Grass pavers would mark alternating car park spaces and a ''greener streetscape'' was planned which could be used for events. The design would feature ''symbolic connections to the waterfront and the site's history''.
It appeared property owners and residents of the area were informed of the proposal by letter on July 14.
''This project demonstrates how stories of the city's diverse people and history could increasingly be embedded in urban design,'' the letter said.
The public could provide feedback on the plan.
Consultation closes at 5pm on July 28.

''This project demonstrates how stories of the city's diverse people and history could increasingly be embedded in urban design,''
What a lot of toss. This project simply proves councils fervent desire to remove vehicles from the city. Their insane zeal totally ignores the needs of local business or the public. So long as the bike community is cared for that is all that matters.
But they will build it, no matter the cost to the ratepayers or the public.
