Port Otago chief executive Kevin Winders said there was a technical issue with the application to the Environmental Protection Authority.
"The project’s still continuing on," he said.
The Southern Link inland port proposal in North Taieri was referred in August last year by Infrastructure Minister Chris Bishop for possible fast-track approval.
It has been described as a logistics park to service Port Otago.
The authority confirmed ministerial referral remained unchanged.
The substantive application was lodged on March 16 and Mr Winders said the amended document would be filed next week.
Mr Winders said this would fix an anomaly, and he hoped there might be a decision before spring, "so we can get cracking before Christmas".
The logistics park is being developed by Southern Link Property, which is a 50:50 joint venture between Dynes Transport Tapanui and port-owned company Chalmers Properties.
The proposal includes a container depot facility, warehousing and a rail siding to enable a rail freight shuttle service to Port Chalmers.
This would increase the port’s operational efficiency and significantly reduce carbon emissions and road maintenance costs associated with heavy vehicle movements to the port, it was stated in an economic assessment.
