A leaked draft report has found there is not enough evidence to support allegations Nelson care workers were ordered to help intellectually impaired clients to masturbate.
The Ministry of Health launched an investigation in November after six Nelson carers went public with allegations, the Nelson Mail newspaper reported.
The draft report found only four of the 28 support workers interviewed believed they were told they were expected to masturbate clients.
Twenty-one people were "very clear that this was not suggested and was not their role", the report said. Three people were uncertain.
The newspaper said the report also said not enough evidence existed to show that five of the six women resigned largely because of the perceived order to masturbate clients.
The Health Ministry's health and disability national services deputy director-general, Geraldine Woods, said she expected the final report would be completed next week.
