Naylor Love Construction regional manager Justin Calder said his company had finished building two stage one hotels, but because of a confidentiality agreement he could not disclose the name of the operator.
He also did not know the completion date, except that it was "this side of Christmas".
"We are now working under a new contract to fit out the inside of the hotels. We are about to start work on the main restaurant and bar area, cafes and back-of-house areas. We are also finishing off some carpentry and have about 30 people on site."
Receiver Grant Graham had previously told the Otago Daily Times a preferred operator had been selected for the two stage one hotels, which were due to open in September.
But yesterday he was unable to confirm when the hotels would be opening or who the operator was.
The Westin was originally supposed to operate one of the hotels but stopped taking bookings earlier this year.
Spokeswoman Alison Boyd said yesterday she could not confirm the hotel had pulled out.
During a recent resource consent hearing for a jetty at Kawarau Falls, the receivers' agent, O'Connell Property senior project manager Guy Rodger, said The Westin would not be the hotel operator.
Yesterday Mr Rodger said he was not permitted to talk to the media.
Rilean Construction director Stephen McLean said two of the stage one apartment buildings his company had been working on were finished and the third would be finished by the end of this month.
The company would stay on site until the end of August to complete streetscaping work.
He still had 17 workers employed at the development.
"We are winding down. We'll be out by the end of August," he said.
