QLDC puts case for ORC representation

Queenstown Lakes Mayor Vanessa van Uden says it is time the district had a "bum on a seat" around the Otago Regional Council table, as the district is one of the fastest growing in New Zealand.

The Queenstown Lakes District Council spoke to its submission on the ORC Representation Review on Thursday via teleconference.

It submitted the ORC's existing representation was neither effective nor fair.

Ms van Uden said historically the Lakes district representation had been via two candidates from the Dunstan region, which combined Central Otago and the Queenstown Lakes.

Lakes district ratepayers also paid rates to the ORC for environmental services, including air, water and transport.

"The current ORC Representation Review is a perfect opportunity for this to be addressed."

The 11-member council has proposed increasing the Dunstan constituency's two councillors by one to ensure fair representation throughout the district based on the population model required by the Local Electoral Act.

Population increases in Dunstan meant it fell outside the population ratio required by the Act.

The area is represented by Crs Duncan Butcher, of Cromwell, and Gerry Eckhoff, of Alexandra.

Adding another councillor would bring the area close to the ratio, but would need to be signed off by the Local Government Commission.

"With all due respect to the current sitting members, neither of whom resides in the Lakes district, it's time we had a bum on a seat around the regional council table," Ms van Uden said.

"We propose the Dunstan constituency be split in two with the creation of a new constituency ... Wakatipu." Ms van Uden said that gave the Dunstan population of more than 30,500 two representatives and the Wakatipu population of 16,600 one.

"Even then, this is a sub-optimal proposal because the numbers means Arrowtown needs to continue to be in the Dunstan ward with Wanaka and [Central Otago District Council] communities but it will be a vast improvement on fair representation and Arrowtowners will have more ready access with a Wakatipu Regional Council representative."

Recommendations will be considered by the ORC on August 8.
