Recreation centre plan may get $1.2m boost

Plans for a new recreation centre in Balclutha could get a $1.2 million boost from ratepayers - but only if the group steering the project secures 70% of the money it needs.

The draft Clutha District Council long-term council community plan confirms plans to give $1.2 million, or about one-third of the estimated cost, for the new facility which is planned for the existing Dreaver Courts netball and tennis area next to the town's showgrounds.

But the council's contribution is subject to three key requirements of Clutha Recreation Centre Incorporated - getting 100% commitment from key users, particularly netballers, securing the remaining 70% of funds needed and the council's consultation process confirming support for the facility.

If these hurdles are cleared by the group, the council plans to contribute its share over two years, starting from the next financial year and finishing in the 2011-12 year.

The bulk of the grant ($1.1 million) will be funded by an internal loan, with $100,000 coming from reserves.

Balclutha ward ratepayers would pay 40% of the money, with the rest being imposed on the whole district through the uniform annual general charge.

"Council chose this option because it felt it best reflected the district-wide benefit of the proposed recreation centre and the fact that it will be the main centre for netball in the district."

The council also plans to contribute an operating grant for the first seven years of the centre's operation, to help it become financially sustainable in the long term.

It has budgeted $20,000 for the first two years of operation and $10,000 for the five years after that towards operation and maintenance costs.

"It is proposed that once established, the facility will be self-funding from its hire and activities it will provide."

The project plans to incorporate between four and six indoor netball courts that can be used for other activities, including indoor hockey, futsal, tennis, basketball and indoor cricket.
