Developers oppose plan change

Submitters on the proposed plan change to the Northlake special zone in Wanaka argue the change would breach the zone's objectives and policies.

Plan change 53, as it is known, would increase the Northlake commercial area and the retail floor space grow from 1000sqm to 2500sqm, including a single area of 1250sqm for a supermarket of similar size to Cromwell's Fresh Choice.

On Wednesday, the second and final day of the plan change hearing, a panel of independent commissioners heard legal submissions and evidence from submitters Willowridge Developments Ltd, Central Land Holdings Ltd, and Exclusive Developments Ltd.

Willowridge and Central Land Holdings, directed by Allan Dippie, are developing the Three Parks and Anderson Heights subdivisions.

Exclusive Developments, directed by Lee Brown, is developing the Hikuwai subdivision, which neighbours Northlake on the opposite side of Outlet Rd.

A common theme presented by the submitters was that the proposed changes would violate the objectives and policies of the Northlake special zone.

In its plan change request, Northlake Investments Ltd did not ask for any changes to the zone's objectives and policies implemented after plan change 45 was activated in 2015.

Willowridge submitted the proposed changes would not achieve two residential development and urban design policies "directed towards enabling retail only of a scale that serves the local community".

Exclusive Developments agreed, and believed the changes were too significant to make without amending the zone's objectives and policies.

Both were concerned by the potential effects on their developments.

Commissioners will make a recommendation to the council on the plan change, likely to be early next month.
